Trail riding in the UK is along old unsurfaced roads that have rights of way for motor vehicles.
There is a lot of pressure placed on authorities from landowners, walkers organisation, National Parks etc. to curtail these ROW.
It boils down to intolerance and people wanting everything for themselves to the exclusion of others.

Depends on the region
In the West the land is mostly public so the riding is relatively wide open. In the East it's mostly private so it's pretty restricted. In the southeast, well who knows? In the SW it's mostly desert so you can be pretty creative in "following the trails". In the NW it's mostly established roads, usually logging, until you get5 far enough east to hit the high deserts. That's a big generalization but its sorta accurate.
